Passage summaryResumen del pasaje
The *Evening star* reported that Dr. Francisco Henriquez y Carvajal rejected assertions that the United States exercised a protectorate over the Dominican Republic, declaring that no treaty akin to the Platt Amendment existed. Henriquez explained that the 1907 convention was limited strictly to customs administration for debt repayment and, as President Roosevelt affirmed, conferred no authority for military intervention. He maintained that the agreement was temporary and would naturally expire once the foreign debt was fully discharged.

"The financial convention of 1907
between the United States and Santo
Domingo," Dr. HenriqMez said, "concerns
only the collection of revenue
for the payment of the public debt,
which is supervised by both American
and Dominican officials. Mr
Roosevelt more than once referred to
this convention, pointing to the fact
that it does not imply any right of
intervention in Santo Domingo. The
interference of our government is
minimized,' said Mr. Roosevelt, when
recommending the treaty to the Senate,
'so that we shall only act in
conjunction with the Santo Domingo
authorities to secure the proper administration
of the customs, and,
therefore, to secure the payment of
Just debts.' That convention is transitory,
and shall end when the foreign
debt of Santo Domingo is totally
paid, which will be a few years
hence."
