SummaryResumen
The *New-York Tribune* reported on impending military clashes at Santiago between forces loyal to provisional President Ramón Cáceres and rebel units allied with former President Jimenes and fugitive President Morales. An American observer arriving from Monte Cristi, Hugh M. Creighton, asserted that the United States should sustain Morales, arguing the conflict erupted because Morales refused financial demands from Cáceres's political faction. Creighton noted that the 45 percent customs revenue allocated by the American receivership adequately met lawful state expenses but left no funds for political patronage.

Plata and that it is the intention of the two
forces to attack Santiago south of Puerto Plata
where General Caceres, the temporary President,
is drawing up his troops. A decisive engage
meant is expected at Santiago.
According to reports which have reached Cape

TALE ON SANTO DOMINGO.
“Morales Represents Best Element
on Island,” Says Observer.
Hugh M. Creighton arrived on the steamer Bemi
‘nole, from Monte Cristi, Santo Domingo. Mr.
Creighton said:
I was in Santo Domingo three weeks, and was in
constant contact with all classes of Dominicans.
I became convinced that, unless the government at
Washington asserts itself promptly, and with a
firm hand sustains President Morales, who is still
the constitutional head of the government, the
prestige of the United Siates, with the best ele
ment on the fsland, which is being dissipated by
delay, will entirely disappear.
The present trcuble, as I learned from business
men, grows out of the inability of President Mo
rales to respond to the demands made on him by
the faction headed by Vice-President Caceres for
money. The 4 per cent that is derived from the
customs collections, under the supervision of the
United States agent, is sufficient for all the legiti
mate needs of the government, but it affords no
margin out of which to pay levies that may be
made by political ‘‘grafters.”
