SummaryResumen

The *Springfield Weekly Republican* argued that foreign capitalists and commercial planters in the Dominican Republic actively encouraged political unrest to terminate indigenous rule. It cited State Department admissions that American firms had supplied money and weapons to opposing Dominican factions while simultaneously petitioning Washington for naval protection. The editorial noted that President Morales, having secured power through United States naval support, signed the customs receivership agreement to align with foreign property interests.

Porto Rico, is significant, for it helps to

explain the present situation. The Domin

ican planters and all the foreign capitalists

concerned in the republic have had a strong

economic object in bringing the native rule

to a close. There is, indeed, reason for

thinking that the frequent revolutions of

late years have been secretly encouraged,

and even fomented in part, by the foreign

interests.. For proof of this, we may quote

what appeared on March 16 last in the

Washington Star, the paragraph having all

the appearance of being inspired by the

state department. “It is admitted at the

‘state department," said the Star, “that

‘some representations have been made in a

‘forcible way to American firms and indi

‘viduals having an interest in San Domingo

‘that they have small ground for complaint

‘of revolutionary disturbances affecting

•their interests unfavorably so long as they

themselves are in the. habit of furnishing

•arms, ammunition and money to both sides

•engaged in this fratricidal strife.”

I; is necessary to point out, also, that

President Morales, now the head of the

Dominican government, who has volun

tarily, it appears, signed the agreement for

the American receivership, represents the

property interests of the republic more

than bis late opponents did. This conclu

sion is not far-fetched Morales has been

seeking, it might almost be said, American

i protection ever since his government was

I firmly established through the armed inter

vention of the United States navy in the

last revolution. Whether intentional or not,
