SummaryResumen

*The Cheyenne Daily Leader* published an account by Major Poore explaining the origin of the feud between President Grant and Senator Charles Sumner over Santo Domingo. According to the report, a misunderstanding arose when Sumner pledged conditional support regarding secret-service expenditures made by General Babcock for Dominican intercourse, which Grant mistakenly interpreted as an endorsement of the Dominican annexation treaty.

treaty. Sumner dwelt especially upon

the expenditure by Gen. Babcock on

San Domingo of a large sum taken

from a secret service fund, for promot

ing intercourse with the West India

Islands, which Seward had prevailed

on Thad. Stevens to have inserted in

an appropriation bill during the war,

and the President impressed Sumner

with the idea that he feared an nttack

in Congress for that expenditure.

Poore adds his opinion that Sumner

thought that tiie President had come

to enlist his services in defending this

expenditure by Gen. Babcock, but the

President meant the treaty for the ac

quisition of the Dominican Republic.

The President and the Senator misun

derstood each other. After a while the

President promised to send Gen. Bab

cock to call on the Senator the next

day with copies of the papers, and left.

As Sumner escorted him to the door,

he told him that .be was a Republican,

and a supporter of the Republican ad

ministration, and that he should sus

tain the administration in this case if

he possibly could, after he had exam

ined the papers. He meant to sustain

the expenditure of 8100,000 in cash

and 8*70,000 in a light battery and mus

kets purchased at New York, but the

President meant the treaty..

Maj. Poore’s statement thus removes

a grave historical doubt, and seems to

set at rest the stories recently published

of the cause of the difficulty betwee n

Grant and Sumner.
