SummaryResumen

The *Alexandria gazette* reported that disagreements over a newly drafted electoral law delayed Dominican congressional elections and the scheduled withdrawal of American troops. Opponents contended the statute was overly complicated for the public, prompting efforts to amend the law to satisfy competing political factions. Special Commissioner Sumner Welles prepared to return to Santo Domingo to help mediate disputes and facilitate the transition to constitutional government.
