The *Birmingham age-herald* commented that the planned withdrawal of American troops after seven years proved the success of the U.S. mission to stabilize the Dominican Republic and prepare it for self-government. The editorial cited extensive road construction, suppression of banditry, sanitary improvements, and fiscal reforms as permanent benefits of the occupation. It argued that the impending military evacuation refuted accusations that the United States harbored imperialistic designs in Santo Domingo.

result of the state department’s decision to
withdraw American troops from the Domini
can republic. The American occupation
of Santo Domingo lasted for seven years,
and while there has been much criticism of
the government for its Dominican policy,
the task of restoring order and placing the
Dominican people in a position to govern
themselves ha3 apparently been accomplish
ed. Furthermore, by the building of roads,
the protection of private property, the
breaking up of banditry, sanitation and gov
ernment economies, the republic and its
people are in far better case than they
otherwise would have been. The withdrawal
of American troops should put an end to
the accusations that the United States was
pursuing a high-handed and imperialistic
policy in its treatment of Santo Domingo.
EXCESSIVE POWER ASKED
Legislators should go slowly in according
powers to branches of tho general govern
ment tending to render them independent
of the officials chosen by the people and re
sponsible to the people for good government
and the economical expenditure of public
funds. For that reason the reported plan of
the city health officer and department em
ployes to petition the legislature for greater
latitude than now allowed in the use of the
public funds is to be weighed most carefully.
It is stated that the petition will ask for
“Absolute autonomy in the budgeting and
expenditure of funds and the selection, dis
cipline and tenure of personnel.”
