—A private letter, dated Porto Plata, July 20th, which is published in the Turks Island Standard of August 1st, gives the principal cause of the revolution which has recently broken out in the Dominican republic as an attempt made by the government to alter the present rate of exchange or to depreciate the value of the paper currency of the country some twenty per cent. Another rumor was to the effect that the authorities of the city of St. Domingo have been drawing upon the resources of the provinces, and appropriating them without allowing a reasonable proportion to be spent in improvement and for other purposes of a local nature. Other causes are also assigned. The manifesto of the revolutionists is very nicely copied after our own Declaration of Independence, stating the preliminary dogmas about the uses of government, the reserved rights of the governed, &c., precisely in the same style, and giving that body failures as a succession of devouring and rapacious administrations which have oppressed the republic and despoiled the people of property and happiness. The rebels charge that the paper currency has been, time and again, has been nothing but the means of giving improper aid and support to despotism and plunder. They allege financial distresses, destruction of personal liberty, the arbitrary arrest of citizens, tyrannical judgments, the destruction of the liberty of the press, and of the nation, and the dissolution of the national representative bodies by insidious and artful intrigues.
