SummaryResumen
The El Paso Herald reported that Dominican government efforts to bombard rebel-held Puerto Plata endangered American lives and property in the wooden, unfortified town. Commander Andrew P. Long of the U.S. gunboat Des Moines was instructed to prevent interference with the American-supervised custom house and urge that fighting occur outside municipal limits. The rebellion against President Bordas was reportedly triggered by local resistance after the national government attempted to seize control of the Puerto Plata-Santiago railway.
