SummaryResumen

A letter to the editor attacks Secretary of State Seward's shifting plans for St. Domingo, arguing that whether the form is intervention, a protectorate or annexation, the result would be enormous wealth for certain private individuals. The writer says President Baez, entrenched in his capital with civil wars to look after and exiles including Cabral returning, proposes through Seward to transfer to the United States the parts of his country over which he has no control.

are concerned) proposed In suother shape. It makes

little difference to him whether itis intervention, a pro-

teotorate,” or anmexation,” which flually succeeds.

Either will give enormous wealth to certain private indi-

viduals for whom Mr. Seward’s benevolent nature seems

to be painfully excited. 1 wean no reflection npon the

persons who have secured Mr, Seward’s very active as

sistance. They have a right to find their fortunes where

they can, and if Mr. Seward chooses to prostitute his

office to thelr service, they would be more than

«Reward and Weed men,” If they refused to profit by it.

But he has a simple public duty to perform, aud bas no

right to know or to promote any interests but those of

his country.

The foundation of my views and influences is the facts to

be seen in the telegraphie columns of the daly prints,
