SummaryResumen

The *Springfield weekly Republican* reported that American forces under Rear Admiral Caperton occupied Santo Domingo and were being distributed across the republic to maintain order. The marine patrol was intended as a preliminary step toward establishing an American-led native constabulary, similar to arrangements under the Haitian treaty. The State Department also announced that it would refuse to recognize the election of Federico H. Carvajal as valid.

POLICING OF THE REPUBLIC

State Department Will Not Recog

nize Newly-Elected President

Rear Admiral Caperton at Santo

Domingo is taking steps to distribute

his landing force of American marines i

to various points in the little repub

lic, and before they are withdrawn

some arrangement probably will be

effected through which American offi

cers will be placed in charge of the

native constabulary. The broadening

out of the marine patrol, officials in

dictated at WasHlngton Monday ’is a

step preliminary to establishment of

a policing system similar to that re

cently inaugurated in Haiti under the

new Haitian treaty. A complete re

organization of the native trbops is

contemplated under the plan, and Con

gress probably will be asked to pass

a bill authorizing the navy and marine

officers to serve under the Dominican

government as officers of the constab

ulary.

The arrangement for continued co

operation of the American forces in

policing Santo Domingo probably will

not be as far-reaching as that in force

in Haiti, officials say. but will be broad

enough in scope to prevent any repeti

tion of the present complicated situa

tion. Under a treaty already in force

the United States administers the col

i lection of customs for the Dominican

government.

It was made clear at the state de

partment Monday that there was no

I intention of recognizing as valid the

election of Federico H. Carvajal
