to establish a permanent control of

Santo Domingo, the government of the

United States has been solicitous to

arrange for the termination of the

occupation and the withdrawal of its

forces and has devoted its endeavors,

earnestly and effectively, to the

assistance of the Dominican peo

ple in establishing a sound ba

sis for an independent govern

ment. It is expected that elec

tions. in which the authorities of the

United States will not intervene, will

be held about the middle of Septem

ber and in due course the permanent

government will be established.

Seeks Only Haitian Stability

"In order to understand conditions

in Haiti, it should be recalled that,

since the Republic of Haiti gained its

independence, it has been the scene of

almost continuous revolution. This

is true of its recent history, as well

as of the earlier years. The govern

ment of the United Suites is seeking

to make its relation to Haiti beneficial

to the Haitian people; it has no other

aim but to establish peace and sta

bility. It does not seek to acquire or

to control the territory of Haiti; and

it will welcome the day when it can

leave Haiti with the reasonable assur

ance that the Haitians will be able to

maintain an independent government,

competent to keep order and dis

charge its international obligations.

“The disturbed conditions and revo

lutionary tendencies in some of the

Central American republics have

given great solicitude to the govern

ment of the United States; and its

efforts have been directed to the pro

motion of tranquility and stability.
