SummaryResumen

The Topeka State Journal, quoting the Chicago Tribune, contrasted the revolutionary unrest marching toward Port-au-Prince in Haiti with the peace prevailing in Santo Domingo. The article attributed Dominican stability to the U.S. supervision of customs houses, which prevented ambitious politicians and exiles from seizing revenues to finance rebellions. It argued that without access to customs funds for a war chest, successful insurgencies in the Dominican Republic were no longer possible.
