SummaryResumen

The *Dolores star* reviewed the 1861 annexation of the Dominican Republic to Spain, which took place while the United States was absorbed in the Civil War. Dominican citizens revolted two years later, leading Spain to formally recognize Dominican independence in 1865. The piece noted that President Grant later sought to annex the republic to the United States, but the negotiated treaty failed to pass the U.S. Senate on a tie vote after Dominican voters ratified it.

Spain. The United States was enterlng upon the Civil war and had neither

the time nor the strength for the prompt and effectual enforcement of the

Monroe doctrine, One result was that Napoleow 11, counting on the success

of the Confederacy, constituted the Republic of Mexico an empire and put

Archduke Maximilian of Austria on the throne.

Two years after the Dominican Republie was annexed to Spain its people

revolted and restored the republic, In 1863 Spuain acknowledged its imh-»l

pendence. Incidentally President Grant desired to annex the republic to the

United States. A treaty for this purpose was ratified by the Dominican people,

but was rejected by the American senate by a tie vote,

At the close of the Civil war in 1865 the United States had both the time

and the strength to enforce the Monroe doctrine in Mexico and the French

troops withdrew, leaving Maximilian to his fute—execution in 1867 at the

hands of the revolutionists. In 1867 Benito Juarez became the first president

of the restored Republic of Mexico.

Why French Is Now the Language of Diplomancy

FRE.\'(‘H Is the officini language at the peace conference, and the world i 8 so

A accustdmed to think of French as the language of diplomacy that it ts

something of a surprise to be reminded that it has not always been so

accepted. As recently as 1730 the

treaty of Belgrade was written in

Latin. Since that time, however, nearly

all international negotintions have been

carried on in French. The only notable

exception is that the decrees of the

pope are set forth in Latin,
