SummaryResumen

The *New York herald* reported sharp public denunciations of the Senate committee's preliminary report on Santo Domingo, describing its release during the holiday recess as a rushed effort to obscure military misgovernment. Critics alleged that the military administration bankrupted the republic and violated the 1907 treaty by contracting an unauthorized $2,500,000 Wall Street loan at exorbitant interest rates against Dominican protests. The statement noted that four-fifths of the funds had already been expended before the loan was actually secured.
