SummaryResumen

The *Springfield Weekly Republican* reported statements from President Morales warning that the Dominican government was powerless to resist European debt enforcement unless the United States intervened to delay creditor demands. Following the United States Senate's failure to ratify the customs treaty, fears spread in Santo Domingo that European nations would seize ports to satisfy unpaid claims. The report noted that while multiple American warships patrolled the coast, local observers argued that European seizures would effectively undermine the Monroe Doctrine.

.unwilling, to meet its obligations. It is

utterly impossible for the government to

pay the sums due foreign nations unless

the United States can procure from foreign

powers a postponement of their demands.

Otherwise these demands will be pressed.

I have no physical or moral force to re

sist them. With the customs-houses in,the

control of the United States, the resources

of the island will develop speedily, and all

demands will be paid, with the result that

the country will be educated to peace and

permanent prosperity.”

With two Dominican ports now in the

hands of the United States and the fail

ure of the treaty, Dominicans believe that

a "grab game" by foreign powers will be

gin at once. An Italian cruiser was at

San Domingo a few days ago, but with

drew to Kingston. The American gun

boat Castine is nt San Domingo with 150

men; the cruiser Chattanooga is at Sa

mana bay: the Detroit is at Puerto Plata,

and the Dixie is at Monte Cristi. Rear-

Admiral Sigsbee has gone to Guantanamo

for a consultation with Rear-Admiral Bar

ker.

With the seizure of Dominican ports by

foreign powers, it is argued at San Do

mingo that the Monroe doctrine will be

nullified as regards the Dominican re

public. With the United States in the

possession of two ports, it would not be

logical, it is argued, to oppose the seizure

her ports Ly foreign powers. At the

same time the only hope of President Mo

rales is that in some way the United

States can secure a postponement of seiz

ure by European powers. No steps to this

end have been initiated at San Domingo.
