SummaryResumen
The *New-York Tribune* reported on the testimony of Judge Durham, who described the severe financial deadlock facing the Dominican government. Durham stated that heavy Dominican export taxes and United States tariffs heavily burdened agricultural producers, making increased taxation impossible. He also noted that the San Domingo Improvement Company held control over national revenues, paying the government a monthly allowance of $60,000 that proved inadequate to cover essential state expenses.

in meeting the demands. Mr. Durham knew that a

unfavorably commented on by the Dominican pa

“I am one of those proverbial Philadelphia
lawyers, and I do not see a way out of the present
financial difficulties of this Government. All the

United States, and no further taxation is possible.
The improvement company has control of the reve

meet current expenses. Now, what is the remedy?
I confess I do not know: popular loans and sub

the people. The foreign capital that came into this
republic came without thought of political Intrigue
