SummaryResumen

*The Saint Paul Globe* published a letter comparing the proposed annexation of Hawaii to President Grant's unsuccessful effort to annex Santo Domingo in 1869 and 1870. The writer recalled that despite strategic arguments, joint resolution efforts, and a favorable commission report, the annexation treaty failed in the Senate. The author argued that past fears of foreign powers absorbing Santo Domingo proved unfounded and hoped Hawaii would avoid annexation.

HISTORY REPEATS.

Similarity In Hawaiian and Santo

Dominican Cases.

To the Editor of the Globe.

About thirty years ago an attempt was

made by the Grant administration to annex

Santo Domingo, the second largest island In

the West Indies, which lngloriously

failed, as I hope the present administration

will fall in its attempt to annex the Hawaiian

resolution, which then, as It is now claimed,

could be accomplished by a inajorlty vote.

This was met and it was held that no ter

ritory could be annexed without a treaty

which must be ratified by a two-thirds vote

j of the senate. Finally, a commission of vis

i itlng statesmen was appointed, who, in duo

time, reported favorably, but the whole thing

was abandoned In the long run, and no "for

j eign power" has thus far expressed any de

i sire to absorb that republic.

Then, as now, It was strongly urged how

indispensable that Island was to us for mil

itary and naval reasons.

Then, as now, certain great patriots were

much distressed lest some foreign power

would absorb that island and its dusky in

habitants.

Then, as now, that Island could be had for

the asking, simply the public debt was to be

j paid, which, In certain cases we know of
