desired coaling station during tho various

negotiations for acquiring a foothold there.

An American company held land in the

neighborhood many years Ago, and a coal

Samana Bay not only gives anchorage

enough for tho fleets ot the world, but It Is

exceedingly well situated for our purpose.

It Is true that Molo St. Nicolas, on the

Windward Passage, between Hayti and

Cuba, has strategic advantages, that routo

being shorter from our ports to the Isth

Passage, a routo which Is taken by tho

merchant vessols that go to South America

between Snn Domingo and Porto Rico. It

Is healthful, under tho trado winds Which

blow Into It, and It Is capable of defence,

Its narrow entrance being commanded by

Levantada Island, while tho bold headlands

on tho north shore glvo a plunging Ore.

But wc are to assume that there Is no ques

no annexation of territory Is undertaken,

nor even any lease from the Dominican

Government.

It will be remembered that the old project

of acquiring Samana Bay as a coaling sta

veloped Into tho form of annexing all San

Domingo and this the Senate did not ap

prove. But afterward tho llttlo republic

took tho ground not only that sho would

not bo annexed, but that sho would no t sell,

cede, or even lease us any territory at all.

That Is the reason why our later attempts

to acquire tho mere use of a coaling Btatlon
