There has been an arrival at New York from St. Domingo, bringing dates to the 22d November.

A battle is reported to have taken place on the 27th of October, between the Dominican and Haytien armies. It commenced by attacking a fort, which the Haytiens occupied.

After a combat of two hours, the Dominicans entered and took possession of the fort, and completely destroyed the enemy, killing 350 Haytiens, and making a prize of two pieces of cannon, 8 drums, and all the musical instruments belonging to the 28th regiment of the Cape, 3 flags and more than 200 muskets.

The blockade promulgated on the 5th September, is a mere paper affair, there being not a solitary Haytien vessel to enforce it. A few vessels were preparing by the Dominicans to cruise around the coast, they appearing determined to sustain their independence, having been victorious in all the battles since the revolution last year.
