SummaryResumen

A Washington article traces the money behind the Samana lease to a West India fund obtained by Thaddeus Stevens, saying Seward took $100,000 of it on his West Indies trip and General Babcock took the balance of $150,000, with which he leased the Bay of Samana. With that fund now exhausted, the article says, Senators friendly to the administration asked Representative Dawes to bring in a bill appropriating $150,000 for the payment now due to Fabens, but Dawes refused because there is no law for it, and Senator Sumner is quoted as saying the whole proceeding is without a shadow of law.

positively refused to complv with the

that there is no law for it. He

it^ is difficult to see where Mr. Fabens
