We have received files of El Progreso, published in Saint Domingo, extending up to the 1st of May. It seems that the Dominicans are making preparations for war, as it is feared that Soulouque might meditate an invasion of their territory. El Progreso says:—
Last week a vessel of war left our port for Azua, loaded with troops; and to-day another goes to the same destination, taking provisions for the army. The Dominican President had already left for that town, where he is organizing a powerful army, capable of supplying the northern frontiers with whatever may be necessary to repel an invasion. Up to the present, no hostile activity on the part of Hayti has been observed; but it is known that Soulouque has assembled a considerable force in the Canton of Maissade, and that a single caprice of the Emperor of Hayti, is sufficient to draw us into an unexpected conflict. Up to the present, the Dominicans have accepted the mediation of the three powers; but we want peace, not a truce, and if Hayti will not make peace, we feel confident that above all the conduct of the Liberator is guided by wisdom and prudence.
The most conclusive argument against force is force itself. We have, besides, an army in the field; and we should not, therefore, be surprised if our liberty is protected by our troops. In the mean time, a Spanish vessel of war, the Cortes, and an English vessel of war, the Cormorant, are in the Canton of Guayubin, as has been reported, to protect their respective subjects; but we are assured that, on the contrary, the intervention of the Spanish vessel, through its captain, has brought about a reconciliation between the two parties.
The Spanish brig of war, Veloz, under the command of Don Carlos Valcarcel, had arrived at Saint Domingo on the 26th of April, bringing on board the envoy of the President of the republic in the name of Her Catholic Majesty. On coming into port, the Veloz saluted the Dominican flag with twenty-one guns, which were returned by the fort. The Spanish captain and officers were received at the house of the President of the Republic with the highest honors, and were entertained at a banquet given in their honor.
On Sunday, the 17th of April, the ratification of the treaty of peace, navigation and commerce between France and the Dominican Republic was celebrated in Saint Domingo with great pomp. The day was announced by the firing of cannon and the ringing of the cathedral bells. Three high masses were celebrated in the cathedral, after each of which off went a broadside from the French vessel of war, Iphigenie, which was lying in port; after which the French flag was hoisted on the cathedral, and the French consul was received at the portal by the President of the Republic. In the evening a grand ball was given by the President, at which all the authorities, civil and military, were present. The festivities were concluded on the 18th, when the treaty was solemnly ratified with a salvo of twenty-one guns.
