The happily concluded negotiations

for the adjustment of the foreign

dollar bonds of the tiny Dominican

Republic as announced last week is

a new laurel crown for the Honorable

Joseph E. Davies, whose prominent

place in the Washington picture

dates back to the days of the Wilson

administration, when “Joe” Davies

1 was first chairman of the Federal

Trade Commission. Now in the pri

vate practice of law, though boomed

for a place in the Roosevelt cabinet.

Mr. Davies numbers the Dominican

Republic among his clients and

piloted the island's government

through the tortuous channel of debt

negotiations with the Foreign Bond

holders’ Protective Council. Friends

of Mr. Davies are in receipt of copies

of his brief in these proceedings, a

magnus opus of 200 pages, in which

the facts and the law and the argu

ment are skillfully intertwined.

The George Washington bicen

tenary celebration, the directing

genius of which was Representative

Sol Bloom of New York, is now a

matter of history. Its energetic im

presario is cherishing the idea of

another national celebration. Won

der of wonders, it is for a "compre

hensive observance of the 150th an

niversary of the formulation of the

Constitution of the United States.”

The appropriateness of such an ob

servance at a time when the elas

ticity of this historic document is

being stretched to the breaking

point, and when, according to the

constitutionalists, many of its im

portant clauses are being honored

by their breach, is readily perceived.

At any rate. Representative Bloom
