SummaryResumen

The Evening Times published a statement from Dominican revolutionists detailing their aims to reform land taxes, modify tariffs, eliminate export duties, and establish habeas corpus protections. The statement asserted that Generals Morales and Jimenez had reached an understanding, while former President Horacio Vasquez had deserted President Caceres. It also alleged that Dominican Minister of Finance Federico Velasquez was seeking to secure half of the $1,300,000 deposited for foreign creditors to fund government war expenses.

est, to the states of Azua, Barahona,

Macorls and Santo Domingo.

It is our purpose, if we are victor

ious, as I am certain we shall be, to

establish land taxes, modify the tar

iff and remove the pernicious export

duties, which retard the progress of

our industries. We also want the

right of habeas

corupB,

which is un

known in our country. As matters are,

the government puts in Jail and exiles

citizens without any process of law.

The revolution was started without

the consent or advice* of General Jim

enez. General Morales and General

Jimenez have come to an understand

ing. The government has suspended

payment of the army and civil em

ployes and seeks to pay preferred

creditors, which cannot be done ac

cording to the modus vlvendl.

Of course we recognize the Santo

Domingo treaty, and we are anxious

for an even better one.

It is probably not generally known

in this country, but I know that Ed

erico Velasquez, minister of finance,

who is now in this city, has come here

to get, if possible, half of the $1,300,000

on deposit for the payment of Santo

Domingo's foreign creditors, that the

money might be used for the expenses

of the war. If the United States could

guarantee us free elections the revolu

tion would end, but as we are without

help we were compelled to protest

with arms.

Even General Horacio Vasquez, for

merly president of the republic, who

was the delegate to the Clbao for

President Caceres, has deserted him.

CAPTAINS FOR CREWS.

All of the Colleges Have Selected

Them Except Cornell.
