A YEAR of the preat European

conflict has passed without the

swallow tails of Uncle Sam's

spanpled coat having been distressingly

caupht in the clutches of the

war pods. But hardly had the first

milestone been distanced when two insignificant

tentacles threatened to

fasten themselves on the striped tails

of America's patient puardian.

One has thrust out from the squalid

ports of the black republic of Haiti,

and the other, separated by the span of

a continent and the blue leapues of the

Caribbean, recently shot out from the

desert of the Yaqui country just in

back of the west coast of Mexico.

That the danper introduced Ay these

obscure peoples is fully resized at

Washinpton was shown by the prompt

dispatch of two expeditionary forces of

marines, with orders, if necessary, to

resort to drastic methods. The danper

of the Hatian incident lies in its

close relation to the enforcement of the

Monroe doctrine. The lawless blacks,

by invadinp the sanctity of the French

lepation at Puerta Plata, have drawn

on themselves the severe displeasure of

incumbent on the State Department to

control the situation with an iron hand.

The seriousness of the Yaqui outburst

lay in the fact that a clash between

those savage fighters and the endangered

American colonists in that corner of

Mexico necessitated the intervention

of a marine expeditionary force under

Admiral Howard's command. By diplomatic

methods Admiral Howard averted

a clash, and the expedition was ,recalled.
