showed much irritation some

lonths ago when the gold in the vaults

f the bank, which was set aside for

he redemption of the outstanding paer

currency, was removed to the

imerican warship and brought to New

rork for safe keeping. The money is

rawing interest, and no question now

xists that it will be applied to the ob?ct

to which it was pledged. Had it

emained in Haiti there was more

han a chance that one or the other of

he revolutionary factions would have

otten nolo or it. iseverineiess, tne

laitlan government, or the adminisration

of President Sam, protested that

he action was high-handed and an inasion

of Haiti's sovereignty.

The United States has not yet recogized

President Sam's government, alhough

several of the European powers

ave done so.

President Sam's administration has

dopted various fiscal measures to remdy

the financial chaos. One of these

'as a law passed in December making

rovision for retiring the old bankotes.

A commission of merchants

as to co-operate with the government

n the retirement of the old notes. This

leasure, however, has not satisfied the

oreigners who have advanced money

o Haiti in the form of loans.

President Wilson's special envoy did

ot succeed in getting the administraion

of President Sam to acquiesce in a

seal treaty similar to the Dominican

onvention, but was offered a counterroposition

which was unsatisfactory to

Vashington.

There are several reasons for the

efusal of Haiti to accept a fiscal proectorate,

although the one proposed

ndoubtedly would be a good thing
