The Usurpations of Grant.—The

N. Y. Sun dwells on the usurpations of

General Grant. The “Protection” he

has extea led to Domiuca against Hayti,

the editor contends, is just us flagrant

a usurpation of the war power as if he

had undertaken to establish a protecto

rate over Ireland against England, the

principle not being at all affected by the

fact that Hayti is too weak to resent the

outrage. The fact that the treaty which

could alone furnish the shadow of a

justification for the President's action

was made void through rejection by the

Senate, the Sun adds, increases the enor

mity of the wrong. Moreover—

The fact that iu several instances of

this kind—as in ordering the census

retaken in Philadelphia and in this city,

and in the appointment of men to offices

which they were legally disqualified to

hold—the objects to be attained by his

extraordinary proceedings were trivial

in their nature, docs not lessen the

gravity of the offence. That the Chief

Executive of the nation chooses to dis

regard the law in his official acts when

it conflicts with his own inclinations

can be but poorly excused by the plea

tiiat he had no strong reasons for his

unlawful course.

The Territory of New Mexico

It is stated that New Mexico is growing

rapidly, and will soon ask for admission

to ’bngress. This Territory, which was

formerly one of the States o. Mexico,
