U. S. Blames Haiti

for Reduction in

Point 4 Program

PORT AU PRINCE, Haiti—(UP)

—U. S, officials today blamed the

ruling military junta for the clos

ing down of two-thirds of the

American Point Four program in

Haiti.

They said the junta failed to

provide counterpart funds as re

quired by the program.

They insisted the action was not

a reprisal against Haiti’s military

government for the fatal beating

by Haitian police of Shibley Tala

mas, an American citizen, last Sun

day.

The rural education and agri

cultural and natural resources di

vision of the technical assistance

mission were closed Friday. The

health and welfare divisions will

continue to operate, but it was

understood they have funds for

only two weeks.

Embassy sources said the tech

nical assistance program here has

been operating since the middle of

the year on C. S. funds alone and

that this money has been exhaust

ed.

Foreign residents of Haiti were

tense and expectant in the face of

civil strife. Some Americans were

understood to be preparing to leave

the country, but no general exodus

was evident yet.
