Haiti left Washington by air

today, after a three-day state

visit which was climaxed by the

signing of a military assistance

agreement* between his country

and tiie United States.

The President and Mrs. Mag

loire, accompanied by a large

suite, emplaned at National Air

port for West Point and planned

to go later today to New York.

His state visit will be continued

there until next Thursday morn

ing. Then he will proceed, in

unofficial status, to Nashville,

Chicago and Boston.

The military assistance agree

ment was signed yesterday at

the State Department by Sec

retary Dulles and Foreign Min

ister Mauclair Zephirin of Haiti,

after President Magloire called

upon Mr. Dulles. It Is the 11th

such pact between the United

j States and Latin American

countries.

Secretary Dulles said it is con

sistent with and conforms to

various other inter-American

Instruments now in effect. The

services to rewrite their regula

tions to cover this point.

Military law provides that be

fore a man can be given a dis

charge other than honorable the

case must be heard and passed

on by board of officers. This

board’s recommendations are

then subject to review by higher

authority extending up to the

secretary of the military depart

ment concerned.

Such a discharge would bar a

man from most veterans’ bene

fits.
