The Russell nomination at present

Is reposing in the Senate Naval Com

mittee. Just when It will reach the

Senate floor is problematical.

Opposition to Oen. Russell has de

veloped In the past under leadership

of Senator King, Democrat, of Utah,

whose friends contend the legislator

was slighted on a visit to Haiti, when

the general was American high com

missioner there. Lacking confirmation,

Gen. Russell stays for the present as

awistant to the major general com

mandant, a post he has occupied for

some time.

Acting Secretary Roosevelt yesterday

officially commended Oen. Puller for

his long service to the Government.

Gen. Puller proposes to live at the

Brighton apartments here until next

Summer, when he and Mrs. Fuller will

move to their home in Hamilton, Va.

In commending Gen. Fuller, Acting

Secretary Roosevelt wrote:

“For nearly half a century you

have served your country at home,

at sea and abroad. Early in your

career you distinguished yourself in

battle during the Boxer rebellion in

China, for which you were com

mended by the department. In the

years following duties of increasing

importance and responsibility were

assigned to you, culminating In your

appointment as major general com

mandant of the Marine Corps on

July 9, 1930. Your performance of

all duties In every capacity In which

you have served has been marked by

a high degree of excellence and effi

ciency. The department take* this

occasion to express Its appreciation

of your long and valued service, and

to wish you many years of health
