These breaches are real and sub

stantial. Central and South Ameri

can nations have a formidable list of

grievances, wholly apart from matters

of politics. Strained political rela

tions growing out of Mexican land

law disputes. Nicaraguan interven

tion and the Tacna-Arica boundary

controversy—not forgetting to men

tion Haiti and the exclusion of Sena

tor King—have been well advertised.

Matters of trade and business rela

tions of far-reaching consequence

both to this country and to its south

ern neighbors have been rather forced

into the background.

Argentina Perturbed.

Argentina is perturbed—that is a

mild term for her feelings—over the

exclusion of her meats and fruits

from the United States. Now r an ex

clusion order of Argentine alfalfa

seed in the offlng. Nominally these

exclusions have been ordered as

measures of sanitary safeguard, but

Argentina attributes a motive quite

different, a desire on the part of our

Government to offer protection to

American live stock and agricultural

Interests. These matters are “bones

of contention" which Argentina

brings to the Washington conference.

Chile is alarmed about her nitrate

trade. Heretofore the principal source

of the world’s supply of natural ni

trate, she sees her markets waning

by the inroads of the synthetic nitrato

industry. Chile’s economic position in

world trade faces drastic readjustment

in consequence. Chile wants our “co

operation" in this emergency.

Brazil has a grievance in connection

with her world coffee trade which re

volves around her valorization plan—
