this matter where the death of General Taylor

left it, byjnominating an Charge d’Affairs rather

than go back to the beginning, by sppoiutiag a

mere secret agent. This bad siready een done

by President Taylor and the way fully prepared

for opening relations through the regular channel

with that republic. Mr. Green, the former agent,

having been compelled to reurn home in conse-

quence of ill health, a short time before the death

ot General Taylor, it was the iutention of the lat-

ter to communicate to the Senate some suitable

person as Charge d'Affairs to Dominica, with

a view that this Government might hereby recog-

nize her independance and welcome her into the

family of nations. Such measure would doubt-

less not only have a most bappy effect at this

time in protecting the Dominicans from the

owes of SBoulouque but would also be of great

nefit to the Haytiens themselves, in Fostoriag

order and harmony throughout the whole islan

and the security of our own persons and instita-

tions, but for the health, the safety, the purses,

and the morals of our visitors themselves.

The greater part of these strangers will find

themselves at once in new world, and to their

understandings a very strange and inhospitable

one. Inthe mere matter of hotels, dinners, break.

fasts, coffee, wines, and such trifles, the Freuch-

man sud the German, and much more all other

countries of Europe, will find they have a great

deal to learn. Where is the foreigner to got his

table d hite, his dinner of a dozen or two courses
