Forgery is one of the oflences for which
a fugitive can be extradited. The treaty
with Italy provides for "forgery, which is
understood to be the writing of forged pa
pers, the counterfeiting of public and sov
ereign acts," and "embezzling public mon
eys by public officers or depositors." The
treaties with Hayti, the Dominican Repub
lic, Orange Free State, Mexico, the Sand
wich Islands, Sweden and Norway, Nicar
agua and Venezuela. ore substantially the
same as those preceding; but in two or
three instances the breaking into an inhab
ited house is mentioned, and that certain I
offences, in case of conviction, must carry
with them an infamous punishment.
WHERE THE LAW DOES NOT REACH.
The preceding inf.ormation possesses un
usual interest at this moment. It will ap
pear strange that the United States should a
have no extradition treaties with so many
European countries, and that Russia should f
be among the number. Portugal and Greece
are delightful countries in point of climate t
and beauty, and the Netherlands can be I
availed of by fugitive criminals for a com- Ii
fortable residence. Spain and Turkey may a
not be so desirable, but still a great offend
er like Tweed can live there in safety. At

(weed can steer its bans to cittie Jir- ý
lands on the European and American Con- tl
tinent, or West India Islands, where no s'
process of law can reach him with the view
of bringing him back to New York. P
