Cabinet will answer as well as a strong one,

so long as the books are kept reasonably

straight as between appropriations aud expenditures.

Another Applicant Conine to Washington.

It will be recollected that we some time

since made known the fact that General Domingue,

one of the contestants with Salnave

for power in Hayti, proposed to Mr. Seward

the establishment of a protectorate over the

southern portion of that negro empire. The

seat of his government is at Aux Cayes, which

place Salnave has made extraordinary efforts

to take. We now learn from Jamaica that

Salnave, having failed in his latest attempts to

reduce the nanital of DnminaiiB. in nhnut tn

send bis late Minister of the Treasury, Mr.

Tate, to Washington for the purpose of raising

funds by a lease of Fort St. Nicholas to our

government for a term of ninety-nine years.

Port St. Nicholas is a fine harbor on the

northwestern extremity of Ilayti, and in easy

distance from the east end of Cuba. We do

not know who Mr. Tate is, but the name has a

notable similarity to Saxon when taken in connection

with the person of an ex-minister of

the treasury of a French negro empire in the

West Indies. Perhaps he nroy be some relative

of the Boston filibusters who are just now

making a future for Ilayti in something the

same way that the New York filibusters are

holping to make a future for Cuba. He will

no doubt soon be followed to Washington by

an agent from Domingue for the purpose of

counteracting his labors; but both of them

may save their trouble, for the plan of buying
