blockade. It seems by no means clear that

the Haytien Republic was not knowingly

violating the blockade when she was seized,

and that is what the surrender under protest

means. It certainly must be proved before

the claims for damages are paid. A

little vessel belonging to Dominica was

seized and brought into Port au Prince har

bor, the other day, which, it is charged, has

been engaged in contraband traffic, but she

was taken in Dominican and not Hay tian

waters. Between their own ignorance and

incompetence, and the overaw’ing influence

of a power like the United States, the blacks

are at a disadvantage on sea, as well as hope

lessly divided on shore. There is no such

a rage against our country as an apparently

lunatic correspondent set forth the other

day, but there is undoubtedly a sense of

being ill-used. One of the newspapers, Le

Progress, discussing the case of the Haytien

Republic as it understands it, sums all up by

these words:—

Is it not monstrous that the great people

who in 1776 threw off the yoke of Great

Britain ami in 18<>4 abolished slavery, who at

the head of all nations proclaim the reign of

law, come now with great aud superb war

ships and establish the argument of the

bullet against a small republic? This is

what we submit to the judgment of history

and ihe American and European press, and

to this we sign our name.

THE SPRINGFIELD WEEKLY REPUBLICAN: FRIDAY, JANUARY 11, 1889.

of his lenient nature finally decided to take
