manipulations, are steadfastly opposed to the

measure; that the great majority of tho lean

ing Republican presses oppose it, and that tho

great mass of tho people who support presses

and make Presidents, oppose it, it seems

almost like infatuation on the part of tho

President thus to repudiate, so publicly and

signally, tho pledge with which he began his

administration, —to have no policy of his own

to enforce, ala Johnson. Ho may carry this

measure, by tho use of his patronage, against

tho wishes and judgment of tho people,

and tbo country may acquiesce in

the measure once accomplished. But

it will be a measure carried by

tbo dictation of the President as absolutely

as any decree ever enforced upon unwilling

subjects by Wilhelm of Prussia, or tho Czar

of Bnssu. And no white-washing committee

which tbe President may send to San Dominga

to gloss over tho measure, can blot out this

damaging fact. Mr. Editor, I dislike to say

these things. Bat aa ono who holpod moke

tho Republican paity, by long years of toil and

sacrifice in its behalf, and as a representative

of that largo class who havo not served the

party for office or pay, and who have given it,

and must still give it, its majorities at tho

polls, I protest against tho measure as one

fraught with evil, and only ovil, to tho party

and to tho country. And especially when it

is sought, as now, to carry it as a measure

both of party policy and of party fealty.

S. M. Boom.
