Carl Strom, career minister

who has served as ambassador

to Korea, Cambodia and Boli

via, has been director of the

Foreign Service Institute.

George Abbott, deputy director

FUEL OIL

EST. 1913 I

of FSI, an FSO-1, also is sched

uled to leave with Mr. Strom.

Robert Newbegin, who has.

served as ambassador to Hon

duras and Haiti, is one of the

career ministers expected to

retire.

Willard L. Beaulac, faculty

adviser at the National War

College, and Gerald A. Drew,

inspector general of the Foreign

Service, are other career min

isters expected to retire before

the May 31 deadline.

No "Marking Time”

Administration officials also

moved to scotch rumors that as

many as 200 Foreign Service

officers are marking time at

the State Department, “await

ing assignment” in anticipa

tion of retirement. There is a

small pool of 18 to 20 Foreign

Service officers in Washington

between assignments, these

sources said.

Officials estimated that 80

per cent of the high ranking

diplomata retiring would have

withdrawn whether or not

there was any increased re

tirement incentive, under the

law of July 12, 1960, designed

to encourage older officers to

retire and give opportunities to

younger men.
