SummaryResumen

The *Evening Star* reported that Haitian President Sténio Vincent estimated 8,000 Haitians were assassinated in the Dominican Republic, maintaining that the border dispute had already been settled by treaty two years prior. Vincent asserted that the Dominican government should have used standard diplomatic channels to repatriate undesirable foreigners, rather than resorting to violence without warning. While Vincent requested mediation from the United States, Cuba, and Mexico, President Trujillo expressed surprise at the appeal, pointing to existing bilateral accords.

President Vincent asserted that the

border question which once existed

had been settled, largely at the initi

ative of the Haitian government two

years ago when a treaty was signed

by the two nations. He said there

had been no border question since

then.

Usual Channels Open.

‘‘If the Dominican government

wanted to expel foreigners they be

lieved for one reason or another un

desirable. they could have used the

usual channels, the same as Cuba did

when it repatriated thousands of

Haitians from Cuba recently,” Presi

dent Vincent said.

"I vow that this government has

never received the slightest indica

tions that Haitians, many of whom

resided in the Dominican Republic

for many -years, suddenly had become

undesirable, until I heard of the as- j

i sassinations.”

President Vincent's estimate of I

i 8.000 slain was higher even than re- j

ports circulating on the streets of this

sultry little mountain capital, where j

the populace is clamoring for strong

measures in dealing with the Do-

mlnican Republic.

The United States State Depart

ment on November 13 announced it

had received a request from President i

Vincent for the United States to offer j

its good offices, together with Cuba

and Mexico, toward seeking a solution

of the Haitian-Dominican contro

versy.

When President Rafael Leonidas

Trujillo of the Dominican Republic

learned of President Vincent's action,

he expressed surprise that the United

States, Cuba and Mexico had been

asked to mediate. He mentioned a

diplomatic accord which exists be

tween the two governments.
