SummaryResumen

The *New-York Tribune* reported that the entire northern region of the Dominican Republic had joined an armed insurrection against President Alejandro Wos y Gil. The insurgents published a manifesto at Puerto Plata detailing grievances against the administration, including the imprisonment of dissidents, widespread financial waste, and default on national debt obligations. The document also fiercely denounced new fiscal burdens on cocoa, port fee concessions granted to the Hamburg-American Line, and an unconstitutional proposal to neutralize Dominican harbors during wartime.
