SummaryResumen

According to the December 10, 1885 *Austin Weekly Statesman*, commercial treaties signed with Spain and the Dominican Republic, along with unsuccessful overtures from Great Britain, were withdrawn for re-examination upon taking office. The official concluded that endorsing such engagements was inexpedient because they did not cover the entire traffic, required the surrender of large revenues for inadequate considerations—particularly concerning sugar duties—and would create embarrassing questions under favored-nation clauses. Furthermore, the report noted that regulating tariffs by treaty diminishes a government's independent control over its own revenues, which is essential for its safety and welfare.

The treaties contemplated the surrender by tne
