SummaryResumen
The Clyde Line steamer Cherokee sailed from New York for San Domingo ports, with United States Consul General Charles J. Maxwell aboard to advise Captain Archibald, after the Dominican government blockaded Sanchez, Samana, Puerto Plata, Macoris and Monte Cristi and threatened to sink the vessel if she entered them. Maxwell said he did not think the Dominican gunboats would fire, and that a blockade is effective only when warships are actually and permanently on the spot to prevent vessels entering.
