SummaryResumen

The newspaper reported that the Dominican government discovered and crushed a revolutionary plot, but French and English consuls protected the conspirators from punishment by granting them asylum and refusing Dominican demands for their trial. The article claimed that England and France are usurping territory and violating neutrality laws near American trade routes, and it urged Congress to repeal the neutrality laws of 1818 regarding these powers until they evacuate their usurpations on American soil.

government bad already discovered and crushed the plan

of revolution and massaen, and the French and English

consuls h.id to content themselves for the present with

using the squadron and their diplomatic to protect

the conspirators from punishment. Their consulates were

made the rendezvous and asylum of the negro bailers of

the frustrated plot; and wheu the Dominican authorities

demanded thise notorious criminals for trial, the consuls

replied with the same insolent contempt of the sovereign

rights of the Dominican republic which they had displayed

in the American negotiations?that the rebels wore un

der the protection of Francs and Engl-md, and none ot

them should be (and none of them were) punished.

Every intelligent obsirver is aware that not only in

Santo Domingo, but at all tlto points commanding our

coaat and isthmus trade, these powers are usurping terr;

tory and extending their seiui-colonies and contraband

protectorates but 110 l'resident can put an end to Euro

pean encroachment on onr side of the Atlantic until he is

sustained by a Congress that has the nerve and patriotism

to plant itself on American principles.

England and France have violated the laws of neutrality

towards us, and it would be no more titan a just act of

sell-protection if Congress were to repeal the neutrality

laws of 1H1B, so far as they apply to the encroaching pow

ers, but not in any form to endanger the s.ifety of unof

feuding neighbors or suspend them until the allies shall

have evacuated their usurpations on American soil and

sovereignty, and shall give better guarantee for tho future
