SummaryResumen

The *Washington Times* reported that U.S. Minister Norweb flew from Havana to Ciudad Trujillo to confer with President Trujillo amid rising diplomatic apprehension over reports of massacres of Haitians along the border. While Dominican troops were reportedly massing on the frontier, Dominican Minister Andrés Pastoriza denied the mobilization. Washington dispatches indicated that tensions arose because Haitians crossing the border farmed contested land and accepted lower wages, displacing Dominican workers.

TO SEE TRUJILLO

While the State Department

said no report has yet been re

ceived from the minister, it was

expected he would confer with

General Trujillo, the President,

immediately.

Considerable apprehension was

felt over the new threat presented

to the peace of the Western Hem

isphere. Dominican troops were

reported massing on the border,

but this was denied by Dominican

Minister Andres Pastoriza here.

LOW WAGES A FACTOR

The fear was also held that

Haiti might send troops to exact

reprisals, or the wild Haitian na

tives might rise up and take the

situation into their own hands.

The Haitians were massacred,

according to reports reaching

Washington, because they had

crossed the ill-defined border sep

arating the two tiny republics

and had taken over lands to farm.

The Dominicans also were

angered because the Haitians

caused them to lose tehir jobs by

working for cheaper wages.
