Solomon, Mr. Rusk is deter

mined to get more than simple

numerial two-thirds majority

-14 nations—necessary for de

cision.

The big development yester

day was the gathering evidence

that the United States can

swing a minimum majority of

the ministers. The signs came

with the return of recalcitrant

Haiti to the United States fold

and an Uruguayan resolution

on expulsion only slightly

weaker than the strong resolu

tion inspired by Colombia and

sponsored by 12 states.

The Colombia resolution

would exclude Cuba immedi

ately at this meeting, while

the Uruguayan would instruct

the OAS council to find ways

for carrying out exclusion in

the days ahead.

The differences between

these two drafts are so fine as

to take discussion over their re

splitting. United States sources

say they are confidence “bridge

can be built.”

Important Holdouts

The problem is that hold-outs

include most important coun

gentina, Brazil and Mexico.

They are joined in varying de

Chile.

The long meetng sponsored

by Mr. Rusk last evening sym

divided into distinguishable

blocs. On one side conference

table sat the “hard” group—

United States, Colombia, Vene

zuela and Guatemala. On other

side sat the “soft” group—Ar

gentina, Brazil, Chile and Mex

ico.

The soft group takes the tra

ditional “legal” approach to

the question. They say that

before any action on the ex

pulsion of Cuba there must be

a full investigation by a sub
