PORT AU PRINCE, Haiti (AP>'
Haiti's government, like a:
spanked child, is threatening to
kick Uncle Sam in the shins.
Uncle Sam, in. effec* has de- 1
prived him of his candy and I
Papa Doc. according to responsi- 1
blc people who claim to have j
heard him say it, intends to I
“bring President Kennedy to his I
knees."
Papa Doc is the name many of I
the four million Negroes in this I
French-speaking nation apply to I
Dr. Francis Duvalier, their iron- 1
fisted dictator-president. His re- 1
gime is rapidly making progress I
backward. He is asking for trou- I
ble and seems likely to get it. I
This storm in the Caribbean, I

halted. The regime, buzzing like I
an angry bee deprived of its nec- I
tar, rolls its eyes speculatively I
toward Moscow. Rumors are I
dropped in Washington, evidently I
by paid lobbyists, that the 55-year- 1
old dictator has lost patience and I
will punish the Americans.

Communists. Cautiously he grants I
a little latitude to a few highly jl
placed men with extreme leftist!
leanings. But he remains nervous- 1
ly alert to any sign of overt Com- 1
munist activity.
Broadcasts berate the United I
States with brave, defiant-sound-!
ing talk. One gets the impression!
that Dr. Duvalier is a frightened I
man. His sole ambition seems to I
