SummaryResumen
Pursuant to a request by the Chairman of Foreign Affairs, Mr. Seward dispatched Mr. Fabens to San Domingo to gather information—specifically regarding the republic's debt—after which Fabens reported the debt was only about $600,000 while lacking information on grants and franchises due to his own suspected interest in them. Following Fabens's return to Washington around April 1, Baez, his Ministers, and the Consulting Committee of the Senate made a loan contract on May 1st, which was printed in the Government journal on September 29, 1869, nearly five months later.
