SummaryResumen
Article 4 of the November 29, 1869, convention required ratification by both parties—including the advice and consent of the U.S. Senate—within four months in Washington, D.C., with the United States pledging protection against foreign intervention during that period. Meanwhile, the antagonists of President Baez, led by Luperon and Cabral, issued violent protests against the Samana scheme in December 1869. Despite this opposition, the first year's rent of $150,000 for the bay was paid to President Baez in December from a $300,000 fund previously set aside by Secretary Seward.
