SummaryResumen

The New-York Tribune reported that the Dominican modus vivendi proved financially beneficial, resulting in $3,000,000 deposited in New York, increased revenues, four U.S.-built coastguard cutters, and reduced smuggling. Following Secretary Root's revision of the pending treaty, an agreement was reached between Finance Minister Federico Velasquez and foreign creditors to reduce claims by 50 percent for cash settlement. A New York banking house agreed to advance funds against $20,000,000 in fifty-year 5 percent bonds to consolidate Dominican debts.

The modus vivendi, however, resulted beneficially,

as far as the little republic's finances were con

credit of the Dominican government, but that gov

period of its operation than at any other time in

its histqry. This stata of affairs resulted from a

more economical administration, the suppression

of smuggling and the encouragement of business.

The Dominican government also finds itself in pos

sesgion of four fine coastguard cutters, built in

the United States, forming an effective force for

the protection of the customs revenues and avail

able for all public uses.

The substance of the modus vivendi, in the shape

of a treaty, was pending before the United States

Senate when Secretary Root assumed office. Rec

ognizing the force of the objections which devel

oped to its ratification, he set about recasting the

document, and on February 13 last the treaty

which has just been ratified was submitted to the

Senate. The way had been paved by an agree

ment between Federico Velasquez, the Dominican

Minister of Finance, and the creditors of the re

public whereby the latter agreed to a 80 per cent

red ction in their claims if these were settled in

cash. A New York banking house undertook to

advance the money for this purpose, accepting for

the $20,000.00 per cent fifty-year bonds, which

will now be promptly issued, with the result that

all the ereditors of Santo Domingo will be em
