SummaryResumen

The Springfield Weekly Republican reported that while the Dominican modus vivendi failed to protect President Morales from deposition, it brought financial stability and generated $3,000,000 on deposit in New York. The fiscal agreement enabled improved administration, suppressed smuggling, and provided four U.S.-built coast guard cutters to guard customs. Secretary Root subsequently restructured the treaty, supported by Finance Minister Federico Velasquez's agreement with creditors for a 50 percent debt reduction in cash.

Dominican creditors. The modus vivendi

did not save Morales from political de

struction, for he was overcome and deport

of the modus vivendi thap at any other

time in its history. This state of affairs

resulted from a more economical adminis

the encouragement of business. The Do

minican government also finds itself in

possession of four fine coast guard cutters

built in the United States, and forming an

effective force for the protection of the

customs revenues and available for all pub

lic uses.

The substance of the modus vivendi in

the shape of a treaty was pending before

the United States Senate when Secretary

Root assumed office. Recognizing the force

of the objections that developed to its

ratification, he set about recasting the

document, and February 19 last the treaty

which has just been ratified was submitted

to the Senate. The way had been paved

by an agreement between Fredefico Velas

quez, the Dominican minister of finance,

and the creditors of the little republic

whereby the latter agreed to a 50 pet cent

reduction in their claims if these were
