SummaryResumen

The Semi-Weekly Herald reviewed the outcome of the 1905 Dominican customs arrangement instituted by President Roosevelt to avert foreign military intervention over unpaid debts. Despite initial domestic controversy and Senate delays over Roosevelt's executive authority, the system transferred 45 percent of collections to the Dominican government and 55 percent to debt liquidation. The paper noted that the policy achieved a total transformation in the country, stabilizing public finances and virtually eliminating civil insurrections.

This is illustrated by the signilicant
