SummaryResumen

The New-York Tribune reported on a debt settlement plan proposed by Dominican Finance Minister Velasquez to distribute cash deposited in the National City Bank pro rata and issue $16,000,000 in forty-year 5 percent bonds to foreign creditors. With no New York banking syndicate willing to underwrite the liquidation directly, Velasquez hoped European and American claimants—including the Santo Domingo Improvement Company—would accept the arrangement. The report noted that the United States would continue collecting Dominican customs duties to service the bonds and maintain a sinking fund.

000,00 cash which Sante Domingo has to her credit

in the National City Bank pro rata among the

creditors of the republic and to pay off the re

mainder of the indebtedness, about $16,000,000, with

the bonds of the republic at 98%; bearing 5 per

cent interest, maturing in forty years, and practi

cally guaranteed by the United States.

No syndicate has been foun® in New York which

cared to undertake the liquidating of the debt, but

Sefior Velasquez hopes that the creditors, in view

of the cash pavment he is prepared to offer and the

gilt edge character of the securities, will accept his

new proposition.

The creditors include citizens of Belgium, France,

Italy and the United States. The largest known

American creditor is the Santo Domingo Improve

ment Company, with an adjudicated claim of

$4,000,006. It is understood that a number of the

foreign cimims have been purchased by American

bankers, and there is some suspicion that American

interests have been at work to prevent the liquida

tion of thie debt as originally planned, but it is

hoped by the Dominican and American authorities

that the new plan will be accepted by the creditors

and that the entire liquidation may thus be ac

complished.

The United States, to all intents and purposes,

will continue to coliect the Dominican customs and

supervise the pavment of interest and the accumu

lation of a sinking fund to meet the maturity of

the securities.
